pythoninthegrass 831773b85b ci: Switch from asdf to mise 
- Update .tool-versions python runtime, add uv, remove poetry and nodejs
- Update readme for mise usage

- Convert pyproject.toml to work with uv
- Remove poetry references/lock file
- Decouple ruff config
- Freeze current deps
