* refactor: introduce declarative menu registry for selection toolbar Replace the hard-coded if-else chain in SelectionToolbar with a priority-based menu registry system. Extensions can now declare selection toolbar menus via `selectionToolbarMenus()`, following the same pattern as `commands()` and `keys()`.
